MINUTES OF THE BOARD OF APPEALS OF REFRIGERATION, AIR-CONDITIONING, WARM AIR HEATING & BOILERS. JANUARY 27, 2005 9:00 A.M. Those Present: Ray Frederick, David Hughes, Bob Stith, Gary Highfill, Carl Hanna, Blaine Tharp and Dan Leidy. Those Absent: Frank Rash Also Present: Lonny Wright and David Finley Gary Highfill made the motion to approve the Dec. minutes, second by David Hughes. Motion carried. Gary Highfill made the motion to re-elect Ray Frederick Chairman of the Board, second by David Highfill. Motion carried. Carl Hanna made the motion to re-elect Gary Vice-chairman of the Board, second by Bob Stith. Motion carried. David Findley was present to discuss and explain house bill 2058. He stated that the purpose is to require six hours of continuing education with two hours requiring to be code related. This would be required to renew your certificate for Master or Journeyman for plumbing or mechanical. He also stated that the second part of the requirements would address experience. It would require two years as Apprentice to sit for the Journeyman exam and two years as a Journeyman to sit for the Masters. This would apply to both the mechanical and plumbing. David continued answering questions from the Board till 10:25. The Board discussed the adoption of the 2003 Uniform Mechanical Code. They discussed the issue of going ahead with the adoption process or to stay with what we have till the 2006 Uniform Mechanical Code came out. Bob Stith stated he favored staying with the 2000 International Mechanical Code. Carl Hanna stated he wanted to stay with the 2000 International Mechanical Code. David stated that he would like to go the Uniform Mechanical Code. Blaine Tharp stated he wanted to go to the Uniform Mechanical Code. Bob Stith made the motion that they stay with the 2000 International Mechanical Code as adopted, with local amendments. Motion died for lack of a second. Dan Leidy asked the Chairman if he could read an opinion in which he had written, concerning the code adoption. Mr. Ray Frederick said go ahead and read it if their was no objection. As Mr. Leidy proceeded to read the report, Mr. Lonny Wright requested that the report be handed out to everyone. Mr. Leidy stated, that everyone could have one if they so chose, after it had been read. After Mr. Leidy read his report every one requested a copy and it was distributed to all present. No comments were made at that time. Neither negative or positive. Ray Frederick stated that Glen Wiltse, with the county, had stated that they were planning on staying with the 1997 UMC till the 2006 UMC was available later this year. And at that time they would review the 2006 UMC. The board requested that Ray Frederick request that Glen Wiltse attend the next Mechanical Board Meeting to discuss this issue directly with them. David Hughes made the motion to review the 2006 UMC when it becomes available and consider it's adoption. Second, by Carl Hanna. Motion carried. Lonny Wright stated that the Board just voted not to follow the desires of the trades people. Members of the Board did not feel they went against anyone in their decision. This vote leaves the Board open for any other options they may have after they visit with the county. Ray stated he would invite Glen to the next meeting.
