The Advance Plans Committee approved the minutes of the August 21, 2008 Committee meeting. 2. Dale Churchman introduced himself and the following individuals representing the South Central Neighborhood: Vicki Churchman, Bill Prather and Bill Davis. 3. Scott Knebel outlined for the Committee two immediate tasks associated with the rezoning initiative process: 1. Review of the existing Land Use Categories in the Future Land Use Plan Map; 2. Reach consensus on Land Use Category types and definitions. Once this has been completed, the next step will focus on finalizing the appropriate locations for the Land Use categories. 4. Scott reviewed the overall purpose of the Future Land Use Plan Map. It is intended to serve as a flexible guide, adaptable to a changing market. A review and discussion of the existing Land Use categories contained in the South Central Neighborhood Plan followed. Committee comments of note included: * Mixed-Use Commercial – the existing references to ‘multi-cultural’ businesses may not be appropriate. Scott will re-work the language. * Commercial – Need some further clarification in the definition. * Commercial Redevelopment Node – Need to emphasize a focus on aesthetic enhancements, infrastructure upgrades and access control. * Public, Semi-Public & Institutional – Eliminate the references to ‘public’ since they reference land ownership rather than land use. * Wichita Parks – Need to review the need for more neighborhood-level parks in the neighborhood 5. Scott handed out a homework assignment for the Committee members to complete prior to the next meeting on November 6th. The Committee will be expected to tour the neighborhood and respond to specific questions related to the finalized location of the Land Use category boundaries. 6. Scott Wadle provided the Committee with an overview of the draft Park, Recreation, Open Space Plan, including process and major findings and recommendations. Committee members were also provided a copy of the draft Plan to review and respond back to Scott with any major comments by the end of next week (October 17th). The Committee inquired as to whether the USD’s were invited to participate, and whether the role of churches in providing neighborhood recreational opportunities had been explored. Several Committee members expressed the view that the 20-30 years worth of improvements proposed in the draft Plan necessitate that the Plan also propose a short-term list of improvement priorities along with a dedicated funding source/strategy to make these improvements happen. The same is true regarding the operations and maintenance issues raised in the draft PROS Plan. Comment was made that the exiting 1996 Park and Open Space Plan has never been implemented because a funding strategy was never agreed upon. The same fate could await the PROS Plan. 7.
