The Advance Plans Committee approved the minutes of the October 9, 2008 Committee meeting. 2. Scott Knebel explained that the Committee will be working on three key areas over the next couple of meetings: refining the Land Use Categories; refining the Land Use Guide Map; and developing a set of Locational Guidelines. 3. The Committee proceeded to review the Land Use Categories and their associated definitions. It was decided that the gross density of 6 dwelling units per acre referred to in the definition of ‘Low Density Residential’ needs to be reevaluated, as it does not appear to reflect existing densities of development. It was agreed that there may be merit in combining the ‘Medium Density Residential’ and ‘High Density Residential’ categories. It was also agreed to expand the list of uses in the ‘East Bank River Center’ definition to include mixed-use, pedestrian oriented residential development. 4. The Committee proceeded to review the delineation of the various land use categories depicted on the Land Use Guide Map. The following changes were agreed to: * Expand the East Bank River Center Area westward to Wichita Street and south to Lincoln Street; * Eliminate the Residential Redevelopment Area designation south of Gilbert and expand that designation area eastward to ˝ block east of Market, and also to include a small, one-block wide area located west of the Commercial Area along Broadway; * Extend the Commercial Area designation southward along Broadway as far as Boston Street, to replace areas currently shown as either Mixed Use Commercial or Commercial Redevelopment Node; * Replace existing Mixed Use Commercial designations along Harry and Pawnee, east of Broadway and west of Mead with Commercial designation; * Replace existing Mixed Use Commercial designation along Harry, east of Mead with an Industrial designation. 5. The Committee agreed to review the above-recommended Land Use Guide Map changes at the next Committee meeting on December 4, 2008, along with the proposed Land Use Category changes discussed earlier. 6. The Committee was briefed by Scott Wadle regarding the current status of the Draft PROS Plan. A discussion followed regarding the funding implications associated with the priorities identified in the PROS Plan. Janet Miller, Park Board Chair, commented that the Plan is a future guide and vision for the resources that are available – funding must follow the Plan goals and vision, not the other way around. Citizens will need to prioritize future funding options and allocations. The time is not right at the moment to figure out the funding mechanism as part of this PROS Plan initiative. 7.
