The Advance Plans Committee approved the minutes of the November 14, 2007 Committee meeting. 2. Planning staff led the Committee members through a discussion on a recommended detailed process for undertaking the preparation of a new Wichita- Sedgwick County Strategic Comprehensive Plan. The Committee indicated support for the proposed approach with some minor modifications as outlined below. The following is a summary of highlights from the Committee discussion: ? The need for an ‘environmental’ expert on the Plan Steering Committee was raised. It was decided that the Plan Technical Advisory Committee had sufficient expertise represented in its membership (Director of Environmental Services), and that additional expertise could be requested on an ‘as needed’ basis. ? Representation from the MAPC on the Plan Steering Committee was discussed. Although it was originally proposed by staff that the seven Advance Plan members would represent the MAPC on the Plan Steering Committee, it was agreed that it would be better to have seven members appointed by the MAPC chairman from the general membership of the MAPC, to ensure that there was a willingness and ability to serve for the anticipated 24-month process. ? The Committee discussed the need for the elected bodies to allocate additional staff and/or financial resources in order to undertake the proposed Comp Plan update process. The Committee indicated preference for either Option #1 (hire three additional staff plus a community facilitator consultant) or Option#3 (eliminate 3,000 hours in current/future project commitments to free up 2 existing staff, hire one additional staff and a community facilitator consultant) in order to develop the plan. Under both options, additional funding for Community Viz software customization would also be required. ? It was agreed that the next step in this process is for the Planning Director to arrange a joint workshop with the City Council and the Board of County Commissioners. The purpose of this workshop would be: to review the recommended process for undertaking the preparation of a new Wichita-Sedgwick County Strategic Comprehensive Plan; determine the level of interest in such undertaking such an initiative; prioritize Advanced Plans Division projects already committed for 2008; and, indicate their willingness to allocate additional resources to undertake the preparation of a new Comp Plan. 3. Next meeting of the Advanced Plans Committee is scheduled for at 7:35 a.m. on January 10, 2008 to receive an update on the development of the 47th-55th Street South Joint Area Plan.
