Advance Plans Committee Summary of Meeting 7:35 am, July 6, 2006 Attendance Committee Members: Elizabeth Bishop, Bud Hentzen, Harold Warner MAPD staff: Scott Knebel, Scott Wadle, Stephen Banks, Dale Miller Others: Alvie and Lori Campbell, Mitch Mitchell Discussion Summary 1. The Advance Plans Committee approved the minutes of the June 15, 2006 Committee meeting. 2. Alvie and Lori Campbell presented a request to remove the term "industrial scrap" from the list of prohibited materials in the definition of "recyclable material" in the Unified Zoning Code. Dale Miller explained that the simplest change would be to remove the term from the definition, but that care had to be taken that unintended consequences did not occur from salvage-type industrial scrap material being allowed in recycling and collection centers instead of wrecking and salvage yards. Elizabeth Bishop concurred. Bud Hentzen asked what is the largest material that the Campbells recycle. The Campbells replied that it is 4-foot by 12-foot sheet metal. Hentzen indicated that he doesn't consider that salvage material. Miller indicated that he is not looking for a solution from the committee, just an indication that the committee would like staff to work on potential solutions to present for consideration at a future meeting. Warner indicated support for staff to work on this issue. Bishop concurred, and indicated that the issue of screening for outdoor recycling process centers needs to be carefully addressed. Hentzen indicated support for staff to work on the issue as well. 3. Scott Knebel asked the committee for feedback regarding the K-96 Plan that is on the agenda of the full commission to set a public hearing date for adoption of the plan as an amendment of the Comprehensive Plan. Mitch Mitchell indicated that he has reviewed the plan and there are number of recommendations in the plan that are inconsistent with the policies of the Comprehensive Plan. Warner indicated that he thinks the committee should meet more often than once per month if necessary to complete a review of the plan in a timely fashion. Hentzen indicated concern that the plan contained recommendations for spending government funds for which there is no budget and that could lead to tax increases. The committee agreed to recommend to the full commission that a public hearing be set for October 19, 2006, and that the committee begin review of the plan on July 20, 2006. 4. The next Committee meeting will be held on July 20th at 7:35 a.m. Meeting was adjourned at 8:15 a.m.
