Advance Plans Committee Summary of Meeting 7:35 am, February 16, 2006 Attendance Committee Members: Morris Dunlap, John McKay, Ron Marnell, Harold Warner, MAPD staff: Christy Askew, Stephen Banks, Dave Barber, Scott Knebel Discussion Summary 1. The Advance Plans Committee approved the minutes of the January 12, 2006 Committee meeting. 2. Scott Knebel provided an update and project schedule for the South Central Neighborhood Plan. The plan contains 14 goals and 36 initiatives, half of which have been identified as key actions. A further two-thirds have been targeted for action over the next five years. A plan implementation coordinating committee has been recommended to oversee and lead efforts to implement most of these initiatives. Advance Plans Committee members expressed concern that a high percentage of residents in this area are renters and/or transient, with little long-term interest in seeing the neighborhood improve. A key to the success of this plan will be to engage residents in the implementation of the plan initiatives. John McKay felt that the plan area north of Lincoln has a low percentage of home ownership and this area could take on a different revitalization look due to its proximity to Kellogg and the downtown revitalization area. 3. Stephen Banks provided the Committee with an update to the 1993 Visual Form Map of the Comprehensive Plan, initiated by the Wichita's Design Council. The intent is to create a map that identifies those key public corridors and public areas that the City needs to focus public art improvements and aesthetic enhancements as part of public works projects. The Committee identified the need for a Wichita gateway at the intersection of the Kansas Turnpike and I-235. They questioned the need for three gateways in the area of K-96 and the Kansas Turnpike. The Committee liked the concept and felt that something similar should also be done for the County as a whole, in terms of regional- type gateways and landmarks (e.g. 85th Street and I-135, K-254 and Webb Road). 4.
