Discussion Summary

1.	The Advance Plans Committee approved the minutes of the September 21, 2006 
Committee meeting.

2.	John Schlegel reviewed with the Committee, the key elements of the latest draft of the 
Arena Neighborhood Redevelopment Plan and outlined the next steps in the process of 
adopting and finalizing the Plan.  Following John's presentation, the Committee 
discussed the following issues and concerns:
?	Concern as to how the various initiatives proposed in the implementation of the 
Plan would be funded.
?	Concern over the City's past track record working with private developers in the 
redevelopment of city-owned land downtown.
?	Discussion of the different entities that could oversee the implementation of the 
plan initiatives.
John indicated that the next steps in finalization of the Plan would involve presentations 
to the District Advisory Boards in January and early February, followed by an MAPC 
public hearing on February 15, 2007.

3.	Scott Knebel presented to the Commission an overview and timetable for the proposed 
zoning actions that have been authorized by the Wichita City Council and Sedgwick 
County Board of County Commissioners, to implement the recommendations of the 
McConnell JLUS Implementation Coordinating Committee. Below is a summary of the 
proposed zoning changes:
?	Air Force Base Zoning District
?	Anti-Terrorism/Force Protection Overlay District
?	Industrial Park – Airport Zoning District
?	Airport Overlay District amendments

The timetable for MAPC public hearings associated with implementing these proposed 
zoning changes is as follows:
?	Jan. 4, 2007 – create new Air Force Base, Industrial Park-Airport and Anti-
Terrorism/Force Protection Overlay Districts.
?	Mar. 26, 2007 – rezone properties to the Air Force Base and Anti-Terrorism/Force 
Protection Overlay Districts.
?	Jun. 12, 2007 – amend the Airport Overlay District
?	Sep. 12, 2007 – rezone properties to the Industrial Park – Airport Zoning District
