WICHITA HISTORIC PRESERVATION BOARD MINUTES 8 MARCH 2004 SEDGWICK COUNTY HISTORICAL SOCIETY MUSEUM, 204 S. MAIN, WICHITA, KANSAS 2:00 P.M. The regular meeting of the Historic Preservation Board was held Monday, March 8th, 2004 at 2:00 P.M. in the Sedgwick County Historical Society Museum Conference Room, Second Floor, 204 S. Main, Wichita, Kansas. ITEM NO. 1 ROLL CALL The meeting was called to order and board members stated their names. Members Present : George Platt (Chair) Kim Edgington Paul Cavanaugh Randal Steiner Claire Willenberg in at 2:10pm Mim Hiesterman in at 2:07pm William Deer in at 2:39pm Members Absent : none Staff Present : Kathy Morgan, Senior Planner, Historic Preservation, MAPD Jeanne L. de Grasse, Planning Analyst Tricia Waggoner, City Archaeologist ITEM NO. 2 ADDITIONS OR ADJUSTMENTS TO THE AGENDA Addition of City Arts signage under Item No. 8 Miscellaneous ITEM NO. 3 REVOLVING LOAN FUND UPDATE Kathy Morgan reported the loan balances as of 02/29/2004 Revolving Loan Fund – Residential $ 90,000.00 Revolving Loan Fund – Commercial $ 00.00 Deferred Loan Fund – Residential $ 86,000.00 ITEM NO. 4 CORRESPONDENCE The brochures with registration forms for the Kansas Preservation Conference 2004 have been mailed out. ITEM NO. 5 APPROVAL OF MINUTES FROM THE 8 DECEMBER BOARD MEETING Motion #1: Motion was made by Cavanaugh, seconded by Steiner to approve the minutes from the 9 February 2004 meeting. Motion carried unanimously (5-0). ITEM NO. 6 OLD BUSINESS There was no old business on the agenda. ITEM NO. 7 CERTIFICATE OF APPROPRIATENESS APPLICATIONS 1. MINOR: (HPC2004-00016) Environs, Old City Hall APPLICANT: Wichita Awning Co FOR: 330 S Main – Corner Bank Applicant proposes to change lettering on existing awnings. 2. MINOR: (HPC2004-00017) Environs, Edward Michael Kelly House APPLICANT: Ron's Sign Co FOR: 1721 N Broadway Applicant proposes to install a free-standing pole sign. 3. MINOR: (HPC2004-00018) Environs, Kress Building APPLICANT: TriMark Signworks FOR: 100 N Broadway, suite 120 Applicant proposes to install a halo-lighted sign with reverse channel lettering. Motion #2: Motion was made by Cavanaugh, seconded by Edgington, to receive and file HPC2004 - 016, -017, and -018. Motion carried unanimously (6-0). 4. MAJOR: (HPC2004-00015) Environs, Engine House #6, Monroe Mahan House APPLICANT: Vaden L. Thomson FOR: 1333 S Emporia Applicant proposes to demolish main structure and garage apartment in anticipation of sale to Immanuel Baptist Church. Motion #3: Motion was made by Steiner, seconded by Willenberg, that the proposed demolition does encroach, damage, and destroy the environs of Engine House #6 and the Monroe Mahan House and the application is denied. Motion carried unanimously (7-0). In addition to the motion to deny, the Board also requested staff to generate a letter explaining the situation for publication in the newsletter of the neighborhood. ITEM NO. 8 MISCELLANEOUS MATTERS 1. Review of most recent signage submission from City Arts – the Board approved the design. 2. Registration for the Kansas Preservation Conference – Board members should submit their registrations, the fees will be calculated after budget review. ITEM NO. 9 ADJOURNMENT Motion #4: Motion by Edgington, seconded by Willenberg, to adjourn the meeting. Motion carried unanimously (7-0). Meeting was adjourned at 2:53pm. 1
