WICHITA HISTORIC PRESERVATION BOARD MINUTES SPECIAL MEETING 21 JANUARY 2005 CITY HALL, 455 N. MAIN, 10TH FLOOR-MAPD CONFERENCE ROOM 10:00 A.M. A special meeting of the Historic Preservation Board was held Friday, January 21, 2005 at 10:00 A.M. in the Metropolitan Area Planning Department Conference Room, City Hall, Tenth Floor, 455 N. Main, Wichita, Kansas. ITEM NO. 1 ROLL CALL The meeting was called to order and board members stated their names. Members Present : George Platt Randal Steiner Claire Willenberg Kim Edgington – in at 10:10 a.m. Members Absent : Paul Cavanaugh Mim Hiesterman Staff Present : Kathy Morgan, Senior Planner, Historic Preservation, MAPD Valerie Robinson, Secretary Mike Gable, Office of Central Inspection ITEM NO. 2 ADDITIONS OR ADJUSTMENTS TO THE AGENDA None ITEM NO. 3 REVOLVING LOAN FUND UPDATE Revolving Loan Fund – Residential Revolving Loan Fund – Non-Residential Deferred Loan Fund – Residential Staff reported there are several projects that will have loans signed by the end of the month and that activity has been good. ITEM NO. 4 CORRESPONDENCE Staff noted the letter received from the Wichita Catholic Diocese and provided a copy of the letter sent in reply. Staff also reported notification from the SHPO regarding the consideration of listing 1245 N. Broadway in the Kansas Register of Historic Places on February 26, 2005. ITEM NO. 5 APPROVAL OF MINUTES FROM THE 13 DECEMBER 2004 REGULAR MEETING Minutes were approved with the correction to Item 4. Correspondence adding the ruling of the District Court in the minutes. Motion #1: Motion made by Steiner, seconded by Edgington to approve minutes from December 13, 2004 as corrected. Motion carried unanimously (4-0). ITEM NO. 6 OLD BUSINESS None. Motion #2: Motion made by Edgington, seconded by Steiner to receive and file Minor Certificates of Appropriateness HPC2004-237, -239, -241, -246, -247, -248, -249, -250, -251, and HPC2005-01. Motion carried unanimously (4-0). 11. MAJOR: (HPC2004-00238) Environs, Topeka/Emporia Historic District APPLICANT: Gray F. Blair & Randal O. Harding FOR: 1315 N Broadway Applicant applying for Historic Revolving Loan to purchase structure. Motion #3: Motion made by Willenberg, seconded by Edgington to approve application for revolving loan to purchase 1315 N Broadway. Motion carried unanimously (4-0). 12. MAJOR: (HPC2005-00003) Environs, Jobbers and Warehouse Historic District APPLICANT: Ted Timsah FOR: 921 E. Douglas Applicant proposes to alter existing structure by installing overhead doors in the bays on the east elevation of the building and relocating passenger door. Motion #4: Motion made by Willenberg, seconded by Edgington to find that the 921 E. Douglas project as presented does not encroach, damage or destroy the environs of the Warehouse and Jobbers Historic District. Motion carried unanimously (4-0). ITEM NO. 8 MISCELLANEOUS MATTERS 1. Board Retreat – discussed items to be on the retreat agenda a. Ask John Schlegel to attend lunch discussion b. Update from Fleet and Buildings on upcoming projects affecting city owned property 2.
