Effective Date: January 2000 Effect of Change on Alarm Businesses Alarm businesses will be required to register with the City of Wichita, any alarm user that requests City emergency personnel as the first response to an alarm activation. A registration fee of $10. This registration will facilitate quicker response time by providing up-to-date, vital information through a systemized database and provide an accurate listing of all alarm systems in the City. This is a one-time fee unless the alarm user moves or changes monitoring companies. At that time, the alarm user must be re-registered for an additional $10. As alarm businesses register current alarm users, the City will send notice to alarm owners that they have been registered with the City. A copy of the City of Wichita’s false alarm penalties and procedures will be included. As alarm businesses register new alarm users, alarm businesses will provide the penalties and procedures to the alarm users and have the alarm user sign a registration form indicating that they understand the city alarm system ordinance. Provide the alarm user's city permit number, name and address when contacting the Emergency Communications Center (ECC). If an alarm dispatch is received by the ECC for an alarm system that has not been registered with the city, an administrative penalty of $150 shall be assessed to the alarm business that notifies the communications center to dispatch to the unregistered alarm address. The above two changes will be implemented as part of the current alarm user registration process. Final registration will be completed by February 1, 2002. Effect of Change on Alarm Users There will be no increases in false alarm response fees in February 2002. Miscellaneous The police department will be responsible for enforcing the Alarm Systems Ordinance after final implementation of the changes to the ordinance. Electronic Data Systems Corporation (EDS) has been hired to process the False Alarm Tracking and Billing system and are currently in the process of providing registration for current alarm users. An advertising campaign will educate alarm owners and alarm users in regards to the Alarm Systems Ordinance and the problems associated with false alarms.
