At approximately 4:45 a.m. on Sunday, June 16, 2002, Neil Riggs was walking eastbound in the median at Kellogg and Bonnie Brae streets. A witness observed Mr. Riggs being struck by a vehicle that was going eastbound on Kellogg. Police believe that there were at least two other people at or near the scene at the time of the incident. One was a woman who was assisting the victim prior to EMS arriving. The other was a male who called shortly after the incident occurred. Police investigators would like to talk to both of these individuals, or anyone else who may have information relating to the incident. If you have information, or know who the two citizens were at the scene, please call either 268-4133 or 268-4150 between 8 a.m. and 5 p.m. Monday through Friday.
