Wichita City Manager George Kolb announced today the hiring of veteran state government journalist Dale Goter as Government Relations Director for the City of Wichita.
A 32-year veteran of Kansas journalism, Goter has worked both in print and broadcast media, including the past 17 years as public affairs editor at KPTS-TV in Wichita. During his tenure at the public television station, he served as executive producer and moderator for Kansas Week, On the Record and Ask Your Legislator, as well as numerous special programs and documentaries. Goter served as Kansas Statehouse reporter for the Hutchinson-based Harris News Service from 1982 and 1989.
“This is a great find,” Kolb said of Goter, who has a journalism and mass communication degree from Kansas State University. “Given Dale’s extensive experience with the legislature and his well-honed communication skills, he is an ideal fit to serve as an advocate for the City’s regional, state and federal legislative issues.”
Goter will begin working for the City on Sept. 5.

The Government Relations Director is the City’s primary legislative liaison and lobbyist. It contacts and confers with members of the legislature and other public officeholders to persuade them to support legislation favorable to the City’s interests. It coordinates meetings between legislators and elected officials to discuss legislative issues and proposals. The position reports to the City Manager. Work is directed and reviewed through the establishment of goals and subsequent evaluation of progress toward goal attainment.
