San Antonio, Texas - Beaumont, Texas, Mayor Pro Tern Audwin Samuel was elected 2010 president of the National Black Caucus of Local Elected Officials (NBC-LEO) this week during the group's annual membership meeting at the National League of Cities' (NLC) Congress of Cities.
