Wichita City Manager Robert Layton today announced the hiring of Scot Rigby as Assistant City Manager and Director of Development.
Rigby, who starts work today, has more than 15 years of public sector management experience, most recently with the City of Mesa as Acting Assistant to the City Manager and Senior Project Manager with the Office of Economic Development. He has been the Senior Project Manager for Mesa since 2012. His duties there included supervising a team of project managers responsible for citywide business attraction, retention and expansion efforts.
His team projects included redeveloping the Fiesta, Falcon Field and Downtown Mesa employment centers and serving as the lead public official in the development of the 45-square-mile Mesa Gateway Area. He served as primary liaison to the City Manager's Office on several other high-profile projects. Those projects included the Phoenix-Mesa Gateway Airport, an Apple manufacturing plant, the Sheraton Hotel and Conference Center, the Grand Canyon University-Mesa Campus and new $84 million Chicago Cubs and $26 million Oakland Athletics spring training and stadium complexes. Rigby served as economic development ombudsman with City departments and strategic partners on behalf of private developers. He also worked on public improvements and economic development efforts with citizen committees, non-profit organizations, neighborhood groups and other stakeholders. Rigby has also served in Mesa as Project Manager, Special Assignment Management Assistant, and several special assignments.
"Scot brings outstanding experience to the table, and the timing aligns perfectly with the community's new strategy for economic development with the Greater Wichita Partnership, the WSU Innovation Campus, BREG, and the Export Plan," Layton said.
As Assistant City Manager and Director of Development, Rigby is responsible for developing and implementing a coordinated and comprehensive development services program and for developing, implementing and overseeing economic development, redevelopment and real estate programs and projects. He will manage the Urban Development Division. As an Assistant City Manager, he will work with various City departments.

Rigby earned a bachelor's degree in political science from Brigham Young University in 1995 and a master's degree in public administration from Arizona State University in 2003.
