Yes, the City of Wichita Streaming Media application should support most dial-up users. The City's recorded video contains streams for both high speed and low speed connections. The low speed stream should work for most dial-up users, that have a good connection. The stream produced by the City of Wichita for low speed access, is a 41K stream, as long as your dial-up connection is this speed or better you should be able to receive the video.
On some occasions, the Windows Media player however, will not always recognize the correct stream to receive, and may attempt to use the larger of the two. This will normally be noticed by no audio or video or having audio and none or very choppy video. The correction for this would be to set the connection speed for the Windows Media player. From the Streaming Media viewing screen, you can right-click on the Video window and choose Options. You will need to set the Performance options for the player. Normal settings are to Detect the connection speed, but this does not always work. Select the Choose Connection speed, and select the Modem (56K) speed. You would then need to stop and restart the viewing of the Video.
