Council Approves Goals, New Budget Process on January 24, 2006
The Wichita City Council approved five primary goals and changes to the City’s annual budget process during a workshop on Tuesday.
The five goals approved by the Council are 1) Provide a safe and secure community, 2) Promote economic vitality and affordable living, 3) Ensure efficient infrastructure, 4) Enhance quality of life, and 5) Support a dynamic core area and vibrant neighborhoods.
The goals and new budget process are known as “Managing For Results,” which is designed to improve efforts to involve elected officials in the budget process and identify citizen priorities. “Managing For Results” also aims to better engage citizens and enhance transparency about the budget process.
“The look and feel of the budget document will not change dramatically, but a new dimension will be added,” Kelly Carpenter, the City’s Director of Finance, said. “Our elected officials have identified five focus areas in which they can monitor performance and report to our customers (citizens) in terms of results. The budget process will be altered so that the five focus areas guide the allocation of resources.”
“Managing For Results” coincides with the preliminary stages of the City’s annual budget process. “Managing For Results” is a component of the City’s Transforming Wichita initiative, also known as TW.
TW represents a fundamental change in the way City government measures, reports and performs the work of delivering services to the citizens of Wichita. TW focuses on improving efforts to produce results, serve citizens, empower employees, build partnerships and strive for overall excellence.
“We’re striving for a model Organization in which citizens are getting the best possible value for their dollars and the City has the public’s confidence and trust,” City Manager George Kolb said. “While we are doing a lot of things right, we can’t be complacent.”
