Downtown Streets

Downtown is Wichita's economic, cultural, and entertainment heart. The City of Wichita continues to develop long-term plans to shape downtown to better accommodate development and to enhance the neighborhood as a place to live and work. With new growth, a strategic, comprehensive and integrated plan for street design is crucial to attracting and maintaining a healthy mix of uses and new development in Wichita.

The Wichita Downtown Streets Conceptual Plan:

  • Identifies ways to improve safety and mobility downtown
  • Provides a framework for downtown street design that meets current and future needs
  • Is financially feasible, with broad-based support
  • Includes clear and realistic guidance in moving from plan to action

This plan introduces new downtown road configurations that meet all modes of transportation, including vehicles, bikes, scooters, and foot traffic, to provide greater safety and mobility to downtown residents, employees, and businesses.

In September 2019, the project team collected feedback on draft concept alternatives at a tent at Open Streets ICT. The team also met with multiple stakeholder groups. An open house event was planned for March 2020 to present final concepts, but due to the pandemic, this event was postponed and converted to virtual engagement opportunities throughout fall 2020.

Planning Process

February 2019

On Tuesday, February 5, 2019, the City hosted a public meeting for the Downtown Streets Conceptual Plan. The public meeting served as a community-wide kickoff and was attended by more than 100 people. Participants were able to learn about the project and to share feedback.

In February, the project team conducted focus group listening sessions to help learn more about strengths and opportunities related to the downtown Wichita streets.

June 2019

In June 2019, the project team hosted open design sessions and a pop-up tent at Riverfest to discuss more detailed ideas and options for changes. These interactive working sessions provided an opportunity for Wichitans to ensure that downtown streets will support local vision and values.

Committees

Two committees are being formed in order to help ensure that the Wichita Downtown Streets Conceptual Plan meets the needs of our community. In addition to the committees, a planning team has been created to staff the planning process.

Below are brief descriptions of each committee and the planning team.

Focus Group

This committee helps to guide the process, develop the plan, and ultimately endorse/approve the final draft for presentation to the Wichita City Council. The Focus Group members are citizens and representatives of public and private organizations, volunteering to assist with this project. There are many ways that the Focus Group members are involved in the process, including the following:

  • Participate in Focus Group meetings
  • Assist with project oversight to ensure that this civic initiative accomplishes its purpose on time and within the budget
  • Assist in the development of plan goals and objectives
  • Assist in the review and development of a comprehensive network of bicycle facilities
  • Review and recommend policies and programs
  • Help develop criteria for setting priorities
  • Review and provide input on implementation strategies

Technical Advisory Committee

This committee consists of City of Wichita staff members. The committee assists with the plan development by providing technical expertise and internal review of materials related to the plan. The Technical Advisory Committee generally consists of representatives from City departments that are responsible for planning, designing, constructing, maintaining, and policing public roadway facilities.

Planning Team

This team consists of Planning Department staff and staff from Nelson\Nygaard Consulting Associates, Shockey Consulting, and Perkins and Will. The Planning Team is responsible for organizing the meetings and events, data collection, technical analysis; and writing the Plan document.
