Property Tax Relief 2024

Increased property tax bills can be especially challenging for seniors, the disabled, and those with dependent children. To provide assistance, the City is offering rebates to eligible taxpayers reporting less than $50,000 in taxable income. To be considered for this program, the applicant must complete the City of Wichita application.

Forms may also be picked up at the following locations:

Completed applications may be submitted in-person after February 1, 2024 at the locations noted above. In addition, completed applications may be mailed to the following address:

Program Overview

Three options for assistance are available. The City will follow the State of Kansas Income Tax rules for these programs. To be eligible for the City program, the applicant must first file a 2023 State of Kansas Income Tax return and claim one of the three State tax credits. The amount of the state credit received must be at least $60 to be eligible for the City program. The City program will end when appropriated funds have been exhausted.

For approved applications, the City will pay one third of the amount of the State credit.

To participate in the PTRP program, a taxpayer must provide the following to the City:

  • Copy of their 2023 State income tax return
  • Copy of the State income tax refund received (check or electronic payment), or a copy of their payment to the State of Kansas for any tax liability shown on their tax return
  • A signed City application form, verifying that they are current on property taxes as of December 31, 2023, that they are a resident of the City of Wichita and that they reside at the address indicated on their State Income Tax return.

For information on the State property tax relief programs, please refer to the Kansas Department of RevenueA taxpayer is only eligible to participate in one of the three state programs. Based on current information available from the state, the programs are summarized below:

Senior Citizen Property Tax Relief (Form K40PT)

The program is designed for taxpayers meeting the following criteria: 

  • Must file a Kansas Income tax return for tax year 2023, and must file a State Form K40PT
  • Must be age 65 or older, a resident of Kansas, and a homeowner for all of 2023.
  • Must have Kansas taxable income of less than $22,000
  • Must own and occupy a home valued at less than $350,000

Available Assistance

The City will provide a rebate to eligible seniors equal to 33% of the amount of refunded property taxes included on the State Income Tax return Form K40PT, line 12.

Property Tax Relief Claim for Seniors and Disabled Veterans (Form K40SVR)

The program is designed for taxpayer meeting the following criteria:

  • Must file a Kansas Income tax return for tax year 2023, and must file a State Form K40SVR
  • Must be age 65 or older; or a disabled veteran; or a surviving spouse of person age 65 or older or a disabled veteran for all of 2023
  • Must be a resident of Kansas and a homeowner for all of 2023.
  • Must have Kansas taxable income of less than $50,000
  • Must own and occupy a home valued at less than $350,000

Available Assistance

The City will provide a rebate to eligible taxpayer equal to 33% of the amount of refunded property taxes included on the State Income Tax return Form K40SVR, line 13.

Homestead Tax Refund (Form K40H)

The program is designed for taxpayers meeting the following criteria:

  • Must file a Kansas Income tax return for tax year 2023, and must file a State Form K40H
  • Must be age 55 or older; or a disabled veteran; or have a dependent child who lived with you all of 2023 and was under age 18 all of 2023
  • Must have Kansas taxable income of less than $37,750
  • Must own and occupy a home valued at less than $350,000

The City will provide a rebate to eligible taxpayer equal to 33% of the amount of refunded property taxes included on the State Income Tax return Form K40H, line 15.
