The H.O.T. team is responsible for responding to all 911 calls regarding homeless individuals or calls for service. H.O.T. focuses on trying to keep the homeless out of jail if possible and divert them to services or shelters.
The City of Wichita has an important governmental interest in protecting the health, safety, and welfare of its citizens, businesses, and tourists. This obligation includes protecting citizens from increased crime and preserving the quality of life, property values, and business investments as well as deterring the spread of blight. To address this, the City of Wichita has created Project HOPE as a collaborative effort to address issues of violent crime and homelessness within Wichita's urban center.
