Madelyn Orton

Madelyn Orton is from Parowan, a small town in southwestern Utah. In 2015, she received her undergraduate degree in Political Science from nearby Southern Utah University. Not long after graduating, Madelyn began working for the State of Utah as a case manager for public assistance programs. Two years later, she returned to Southern Utah University to earn her Masters in Public Administration. A few months before her graduation in 2019, she was promoted to the role of Program Specialist and Trainer.

During this time, Madelyn worked with her colleagues to train hundreds of new public assistance case workers. In addition to educating new employees, she provided internal training to department staff and external training to community partners. Madelyn helped develop a new employee training program for telework public assistance caseworkers. This training program was a solution to staffing challenges created by the pandemic. Throughout the six years she spent working for the State of Utah, she passionately served the most marginalized in her community. Madelyn is thrilled to have the opportunity to serve the people of Wichita in the role of Management Fellow.

Brooke Kauchak

Brooke Kauchak is a transplant to Wichita, Kansas and grew up in a small town in Granville, Ohio not far from the City of Columbus where she went to school for her Bachelor of Science in Environmental Sciences at the Ohio State University with an emphasis in international development and a Minor in Spanish. Upon graduation in May 2021, she gained valuable experience in youth services at Gladden Community House and discovered a passion for social justice and environmental equity. Brooke is currently servings as a Fellow for Lead for Kansas and is supporting Kansas communities in retaining young leaders and building transformative capacity to foster the next generation of civic leadership. She hopes to advocate for underrepresented groups in local government and explore Wichita’s most prominent challenges through a policy-oriented lens while grasping a deeper understanding of the complex socio-environmental factors influencing diverse communities.

Josie Dolenz

Josie Dolenz is a Wichita native that received her undergraduate degree in Musical Theatre from Friends University. While getting the opportunity to make short films and perform in live theaters locally, she also worked in the private sector in project management, sales, administrative roles and even some technical work in theaters across the state of Kansas. Josie returned to school to continue her education in Public Administration and stands to graduate this December with certification in city management as well as nonprofit governance. Josie has been serving on the board of directors for Kansel; an organization focused on raising the literacy rates of young adults by providing services aimed at helping people earn their diplomas. Josie hopes that her time with the City of Wichita will prove to be a meaningful experience that creates lasting relationships and opportunities for growth within the community.

Alumni Testimonials

The Management Fellowship provided me with a privileged look into the inner workings of public administration in one of the largest Council-Manager cities in the country. The work I was exposed to and participated in while in Wichita equipped me with a newfound confidence and knowledge that allowed me to begin working in earnest towards my aspiration of becoming a local government leader.

Ian Hutcheson, Class of 2017-2018
Budget Analyst, City of Oklahoma City, Oklahoma

The Fellowship provided an extremely beneficial professional network and real world opportunities to expand the skills developed in my MPA program. Working under the guidance and support of the City Manager and senior staff, I was given a great responsibility to lead and assist with projects that visibly impacted the community.

Corinne Bannon, Class of 2010-2011
Director of Institutional Effectiveness, University of Kansas, Lawrence, Kansas

As a fellow, you have unparalleled access to the City Manager as well as department directors and senior staff across the organization. My time in the fellowship fostered professional development and growth, allowed me to explore my interests across the organization, and evolved into a midlevel manager position in one of the City's service departments.

Logan Bradshaw, Class of 2016-2017
Assistant Director of Housing, City of Wichita, Kansas
The Fellowship was both a tremendous development opportunity and a professional experience for me. My time in the Wichita City Manager's Office equipped me with the tools I needed to take the next step in my career.
