Current Fellows

Anthony Taylor

Anthony Taylor was born in Beaufort, South Carolina. In 2018, he graduated summa cum laude from Colorado State University (CSU) with a bachelor's in political science and a minor in political communication.

As an undergraduate, Anthony worked diligently to research and develop policy in the Colorado State Senate and in the City of Fort Collins. During Anthony's time at CSU, he also became Larimer County's first-ever student program coordinator and educated budding young professionals about opportunities to engage with local government.

Anthony has a diverse range of experiences focusing on matters of civic engagement, economic development and affordable housing. Anthony was a senior associate in the Center for Public Deliberation at CSU, where he sought to improve public discourse by facilitating conversations between decision-makers and the public. Anthony also served as the director of governmental affairs for CSU's executive branch where he crafted the legislative agenda for his organization and supervised a lobbyist at the state capitol.

Currently, Anthony serves as a Management Fellow for the City of Wichita. He coordinates the 2019-20 Mayor's Youth Council, while working on a variety of special projects from the City Manager.

Sarah Milligan

Sarah is a South Central Kansas native, having graduated from Wellington High School in 2006, and has lived in Wichita since 2013. She earned her Bachelor of Science in Family Studies and Human Services, emphasizing in Social Work, from Kansas State University. Sarah then worked with the Child In Need of Care system in Judicial District 18 by serving as an Advocate Coordinator at Roots and Wings, Inc., d/b/a CASA of Sedgwick County. CASA is an independent non-profit that trains and coaches volunteers who advocate on behalf of children adjudicated as a child in need of care; Sarah's role was to supervise and guide those volunteer advocates. This role required problem solving and collaboration across systems and with multiple community partners, ranging from fellow non-profits to governmental entities with the City, County, and State.

After four years at CASA, Sarah returned to her education, and earned a Master of Public Administration from Wichita State University, as well as Graduate Certificates in City and County Management and Non-Profit Management. She was able to gain valuable experience alongside her education by working as a Graduate Research Assistant for the Public Policy and Management Center at Wichita State. Upon completion of her MPA program, Sarah entered the City Management Fellowship with the City of Wichita.

Having been in existence for more than 30 years, the Fellowship has a long history of preparing participants for successful careers in municipal management. With an alumni network stretching across Kansas and the nation, participants can also benefit from extensive professional connections.
