State Incentives

Promoting Employment Across Kansas

PEAK is a business incentive where companies may retain or be refunded 95% of the payroll withholding tax of qualified employees for new jobs created in Kansas. Basic projects that create at least ten new jobs in metropolitan areas within two years may be eligible for up to seven years of payroll withholding tax savings.

High Performance Incentive Program

The High Performance Incentive Program (HPIP) provides tax incentives to qualifying employers who pay above average wages, along with having a robust commitment to teach skills development for their workers.

HPIP provides a 10% tax credit that is eligible for capital investment of at least $50,000 at the company’s facility. In the five metro counties of Douglas, Johnson, Sedgwick, Shawnee and Wyandotte, the threshold is $1 million. The tax credit has a 16-year carryforward provided facilities are able to requalify for HPIP.

Kansas Certified Sites Program

A Kansas Certified Site designation is issued to properties that have successfully completed a set of program requirements to demonstrate that the property is primed for development and ready for investment.

The program seeks to reduce the risk associated with development by providing detailed information including price and availability, utilities, access, environmental concerns and potential site development costs.

Kansas Industrial Training

The Kansas Industrial training (KIT) program may be used to assist firms involved in net new job creation. Training can include subjects that provide knowledge and specific skills necessary for job entry including instruction on the company’s own production equipment on the plant floor or on similar machinery in a classroom setting.

Kansas Industrial Retraining

The Kansas Industrial Retraining (KIR) program is a job retention tool that helps restructuring companies retrain employees who are likely to be displaced because of obsolete or inadequate job skills and knowledge.

Office of Minority and Women Business Development

The Office of Minority and Women Business Development promotes business development with a focus on disadvantaged, minority-and women-owned businesses and offers certifications in these areas. Information and referrals are provided in the areas of procurement, contracting and subcontracting, financing and business management. The office also partners with other business advocates to sponsor business education workshops and seminars.

Kansas International Trade Show Assistance Program

The Kansas International Trade Show Assistance Program (KITSAP) helps introduce Kansas companies to foreign markets through participation in international trade shows. Companies can receive up to $3,500 per trade show, up to $7,000 total, per fiscal year in reimbursement for trade show expenses.

Kansas International Trade Marketing Assistance Program

The Kansas International Trade Marketing Assistance Program (KITMAP) assists Kansas companies in accelerating their export business. The program will reimburse 50% of a company’s direct expenses up to $5,000 per eligible activity each fiscal year.

State Trade Expansion Program

The State Trade Expansion Program (STEP), funded in part by the U.S. Small Business Administration, helps Kansas non-exporters get started and existing exporters expand into additional foreign markets. Since the program’s inception in 2012, more than 160 Kansas small businesses have participated and achieved more than $33 million in actual export sales.

International Credit Report

The Kansas Department of Commerce is partnered with Kreller Group to provide Kansas exporters with quality credit reporting at reduced rates.

Certificate of Free Sale

The Certificate of Free Sale, also referred to as a Certificate of Origin, is required in certain countries or for certain commodities (such as food products, ingredients). This document certifies that the specified imported goods are normally and freely sold in the exporting country’s open markets and are approved for export.

The Kansas Department of Commerce issues this certificate upon request for all non-consumable goods. Companies needing to receive a Certificate of Free Sale for consumable goods should contact the Kansas Department of Agriculture.
