Is a copy of an organization’s most recent audit required if we do not exceed the threshold indicated by the government? If it is required is it submitted with grant application or before the grant is

Per the application guidelines, “Qualified applicants must provide a copy of their organization’s most recent externally conducted audit or review.” If an entity has not had a review or audit completed in the past, they will need to contract to get one completed and provide it to the City upon completion. This process should be started when submitting the application but does not need to be completed at that time. Receiving a copy of the submitting organization’s most recent audit or review is an important part of the City of Wichita’s Subrecipient Risk Assessment to determine how familiar an entity is with federal funds and if any entity has adequate internal controls and other policies to ensure the funds are spent in accordance with the grant funds and agreement. Thus, a copy of the review or audit would need to be furnished before the grant is awarded. The City anticipates bringing the recommended awards for City Council approval on March 15, 2022.
