It appears that unless the entity applying is providing a mechanism to distribute funds they are not really the type of applicant that is being sought out?

While it is true that the City is targeting larger non-profits or educational organizations, it doesn’t mean that the City won’t award funding to a smaller entity that meets all the qualifications and scores well per the matrix.  Thus, I would still encourage the smaller entities or entities that plan to use the funding for their own organization's program to apply.

15. I read ARPA guidelines that indicate it is capped at $25K additional money per worker. Is the amount capped at $25K per worker or do we calculate what is needed to get each worker to $72915 annually?
