The scooter-sharing systems are operated by private companies. They are permitted to use the City right-of-way through the pilot operating agreement. Per the agreement - the companies have responsibilities for the equipment, education of riders, contact information/support, promoting the use of helmets, operating hours, rebalancing, responding to reports of incorrectly parked scooters, sharing data, and more.
