City Appoints New Finance Director

City Manager Robert Layton on Monday announced that Finance Department veteran Shawn Henning has been hired to lead the department. Henning, who will start her new job on April 29, is currently the City’s Treasurer and Finance Manager.
Henning will succeed Kelly Carpenter, who is retiring after 35 years with the City including the past eight years as Finance Director.
“Shawn’s public and private sector experience in finance and accounting, dedicated service as City Treasurer and future vision for the Finance Department, uniquely qualifies her for the Finance Director position,” City Manager Robert Layton said.
Layton added that Henning will build on recent reorganization of the Finance Department, which includes closer working relationships with City departments and greater public engagement.
“I am excited to continue serving the City of Wichita and its citizens and I look forward to broadening my experience and furthering my relationships with staff, the public, elected officials and other stakeholders as the Director of Finance,” Henning said.
Henning has extensive public sector and finance experience. She worked at City Hall from 1991 until 2003 when she accepted the job as Director of Accounting with Sedgwick County.  She returned to City government in 2006, when she was hired as Treasurer. She’s held several positions in the City Manager’s Office and the Finance Department including Internal Auditor, Controller and Treasurer. Henning holds a bachelor’s of science degree in both accounting and business administration from Kansas Newman College. She earned the designation as a Certified Public Finance Officer from the Government Finance Officers Association of the United States and Canada. She currently serves as Treasurer on the Board of the Kansas Government Finance Officers Association.
As head of the Finance Department, Henning will oversee 68 employees and a $144 million budget.  The Finance Department prepares and administers the annual City Budget and the $2.4 billion, 10-year Capital Improvement Program (CIP), while providing management and staff with research, analysis and support regarding financial, administrative and budget issues.  The Department also provides financial support activities for the organization, including financial reporting, debt management, treasury services, purchasing, pension, and risk management.
