City of Wichita Court Administrator Donte Martin has been appointed Assistant City Manager, City Manager Robert Layton announced on Wednesday.
Martin started working in City government in 2000, serving as a Neighborhood Assistant in Council District II. In 2005, he was appointed Assistant to the Court Administrator. In 2010, he was promoted to his current position. Martin received a bachelor’s degree from Wichita State University in 1996, a juris doctorate degree from Washburn University in 1999 and a master’s degree from Fort Hays State in 2017.
“Donte was selected after a national search,” Layton said. “I am excited about Donte’s addition to the City Manager’s Office and the perspective he will bring to the issues and opportunities facing the City.”
Under Martin’s leadership, Municipal Court has successfully reduced jail commitments while better addressing the rehabilitative needs of defendants, implemented a mental health court and expanded its drug court program. The department has also enhanced its use of technology to better serve its diverse customer base. Two recent achievements have included the restructuring of the day reporting center model and the implementation of a comprehensive driver’s license amnesty program that has served as a model for other jurisdictions. Martin played a key role in creating the merged City/County code enforcement department known as the Metropolitan Area Building and Construction Department.
“I appreciate the trust and confidence Mr. Layton and the selection committee have placed in me to assist our organization in achieving its mission,” Martin said. “I’m excited to have the opportunity to continue serving our city in a role which allows me to build partnerships and work collaboratively towards improving our community.”
Martin succeeds Assistant City Manager Cathy Holdeman, who announced her retirement effective early July after working 28 years for local government. Holdeman joined the City in 1989 as the Intergovernmental Relations Director before serving as the Administrative Services Director and Assistant City Manager.
